Hartecs has successfully been engaged by Banana Shire Council to support the progression and delivery of the Raedon Street Industrial Subdivision in Biloela, Queensland. Council initially engaged Hartecs to provide an independent procurement and contracting strategy in response to compressed delivery timeframes, funding milestone constraints, and prevailing market risks. Following the completion of this assessment and the submission of a comprehensive procurement and contracting strategy report, Council has endorsed Hartecs recommended approach and subsequently appointed Hartecs to support the next stages of project delivery.
The Raedon Street Industrial Subdivision is a strategically significant industrial development for Banana Shire, supporting economic growth and employment in the region. The estate is home to a range of industrial users, including a newly established rubber recycling facility, and forms a key component of Council’s long-term industrial land strategy.
Hartecs’ engagement has evolved beyond the initial advisory phase and now includes active delivery support for 3 stages. These stages include:
- Stage A – Hartecs will manage and deliver the Early Contractor Involvement (ECI) procurement process on behalf of Banana Shire Council. This includes establishing the procurement and probity framework, preparing and issuing the ECI tender documentation, managing market engagement and clarifications, coordinating the evaluation process, and preparing a Tender Evaluation Report with a recommendation for Council approval. Hartecs will ensure the process is conducted in accordance with the Local Government Act 2009 (Qld), the Local Government Regulation 2012 (Qld) and the Sound Contracting Principles, with clear governance, transparent decision-making and an auditable record. Stage A concludes with Council approval and execution of an ECI Phase Agreement, enabling the appointment of a contractor by late March 2026 and positioning the Project to achieve Milestone 2 and progress into pre-construction and early works activities.
- Stage B – Hartecs will act as Banana Shire Council’s independent project manager throughout the ECI Phase, supporting the validation of scope, cost, risk and program and managing the transition from ECI to a Lump Sum construction contract. Hartecs will coordinate and facilitate ECI workshops, constructability reviews and design interface resolution, and will review and validate the contractor’s open-book pricing, subcontractor market testing, productivity assumptions and risk allowances. Hartecs will also establish and manage cost plan and contingency framework, and support the definition of any early works packages required to meet funding and program objectives. Stage B concludes with Hartecs supporting Council through the negotiation and execution of an AS4000 Lump Sum construct-only contract.
- Stage C – Hartecs will provide independent project management and contract administration support to Banana Shire Council throughout the construction phase of the Raedon Street Industrial Subdivision. Hartecs will oversee program, cost, quality and risk management in accordance with the executed AS4000 Lump Sum contract, and will support Council in administering the contract, managing approvals, monitoring progress against key milestones, and ensuring compliance with funding, reporting and governance requirements.
