Hartecs Group recognises that the Panel has been established to provide a streamlined framework for engaging IBCP prequalified consultants to deliver contract administration services efficiently, as required by DTMR.  TMR’s objective was to develop a panel of contract administration resources with a broad depth of experience, capabilities, and availability across a range of project sizes and complexities to support administration services for its projects.  Hartecs Group values the intent of this approach in enabling timely, flexible, and responsive service delivery.

Hartecs Group will deliver Contract Administration and Construction Surveillance services across Mackay / Whitsunday through a structured, district-based model. This model is supported by established IBCP capability across CA03/CA02 Contract Administrators, IR03 Inspectors, SEC02 Site Engineers, and IS03 Structural Inspectors, enabling effective delivery of concurrent TIC-CO and TIC-TC packages.

Services in the Mackay / Whitsunday region will include CA03 leadership fulfilling Superintendent and senior Superintendent’s Representative roles, supported by CA02 Contract Administrators at the package level, IR03 personnel providing field surveillance, SEC02 engineers delivering technical support, and IS03 structural inspection capability where required. Each package will be resourced with a dedicated Superintendent’s Representative, allocated IR03 surveillance staff, and engineering review support proportional to project complexity, with senior CA03 oversight ensuring consistency in contractual determinations, variations, and EOT assessments.

Hartecs’ IBCP depth within the district enables scalable and flexible delivery, including the management of multiple concurrent packages, clear separation of governance and surveillance functions, and effective leave and contingency coverage. Resource planning is centrally managed to prevent overallocation and ensure compliance with Infrastructure Contract Conditions, supported by structured reporting, variation assessment, and risk management processes.

Overall, Hartecs will provide a balanced and scalable delivery model across Mackay / Whitsunday, offering senior contract administration leadership, strong field surveillance capability, experienced engineering support, and structural inspection expertise, all aligned with governance requirements to achieve consistent and high-quality project outcomes.
